I have many people that contact me and tell me they want to be #1 for “whatever” phrase. Well, that is all fine and dandy, but what is the reason they want to be #1 for that phrase? Is it ego? For some businesses ego may be a part of it, but if you are going to invest your money in SEO please consider investing in a company that takes the time to research what phrases will convert to a sale.
People eventually realize while searching that they have to be more specific with while searching (in comes long tail).
Example:
“Sarasota Lawyer” will not get a user what they want, but it will help them become more specific with their searching. They will see practice areas and realize they may need to be more specific – “Sarasota DUI Lawyer” or “Sarasota Personal Injury Attorney”. So it makes sense that someone may want to be #1 for “Sarasota Lawyer” or “Sarasota Attorney”, but people are typically (really always) looking for a speciifc kind of attorney. Being #1 for “Sarasota Malpractice Attorney” will most likely give you a better shot at obtaining a client than “Sarasota Attorney”.
Tips
If you are considering hiring an SEO company to help you become #1 for a phrase please make sure that the #1 placement will actually make you money. You may also want to test a potential SEO company and give them a broad term you want to be #1 for and listen to their response. If they are not concerned with your ROI they may not be the company for you.

Ironically, despite our firm generally coming up first in a search of “sarasota lawyer”, I agree with your thesis. We grabbed the domain name “sarasotalawyer.com” years ago. This combined with the fact that we have a fairly widely-viewed firm website has kept us at the top, but it was more happenschance than intention.
